The project is a once-in-a-generation opportunity for Blackpool; it marks the start of the journey to deliver transformational change to housing in the heart of Blackpool's urban area. The Council is adopting a multi staged competitive flexible procedure ("CFP") process pursuant to section 20(2)(b) of the Procurement Act 2023 ("Act"), to procure a development partner.
