Key information
Overview
Wigan Council is seeking to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough. The Framework is intended to support a diverse range of adults with differing levels of need. Providers must deliver flexible, responsive and outcome-focused services that enable adults to access the right support, in the right place, at the right time. It is intended that services will be obtained from suppliers appointed to the Framework Agreement on an ‘as and when required’ basis. No guarantee is given in respect of volume or value of services that may be required, and no commitment to any level of expenditure is implied by appointment to the Framework. The Day Opportunities Quality Framework is divided into the following Lots: Lot 1: Confidence and Community Connections Lot 2: Enablement Support and Living Well Lot 3: Specialist Ongoing Care and Support
Procurement Act 2023
As part of the pre-procurement market engagement process, the Council held three supplier engagement sessions. An in-person event took place in Wigan on 2 September, followed by a second in-person event in Leigh on the morning of 3 September. A final virtual engagement session was held on the afternoon of 3 September. These events provided prospective suppliers with an opportunity to gain an overview of the proposed Framework, including its structure, the types of services expected to be delivered through the Framework, and the Council's commissioning intentions. The sessions also provided practical information about the procurement process, including key timescales, procurement documentation, and the Council's expectations of suppliers participating in the tender process.
