Overview

Blood collection services

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. There was no conflicts of interest, this service was to continue patient care. The decision was made by the NELFT team leadership. The PSR urgent process was used as the lack of service would impact the quality of care given to patients and it could put them at risk due to delayed diagnosis.

The service will provide blood sample collection in patients' homes and eligible care home settings where attendance at a community phlebotomy clinic is not reasonably possible due to illness, disability, mobility restrictions, learning disability, or reliance on non-emergency patient transport service

Public Contracts Regulations 2015 (Directive 2014/24/EU)

Award procedure without prior publication of a call for competition If an urgent award was not completed to the supplier, diagnosis would have been delayed, increasing patient wait time and impacting quality of life of patients.
