Award procedure without prior publication of a call for competition The contract was awarded following a further competition conducted under the Procurement for Housing (PfH) Energy Supply and Services Dynamic Purchasing System (DPS), which was established and advertised in accordance with the Public Contracts Regulations 2015. Coastline Housing Limited accessed the DPS as an eligible user and invited admitted DPS suppliers to participate in the further competition. No separate call for competition by Coastline Housing Limited was required prior to award of the contract because the competition was conducted through the pre-established DPS.
