Overview

Kredsløb Holding A/S (on behalf of the Kredsløb Group and hereinafter referred to as the "Employer") has conducted a tender procedure for the award of a contract concerning the construction of a CO2 liquefaction plant and ancillary carbon storage facilities and truck loading stations. The tender was conducted as part of the Employer’s activities supporting Aarhus City Council’s objective to promote the green transition. The project relates to the establishment of carbon capture capacity at the Lisbjerg facility, which comprises waste and biomass processing activities, and forms an integrated part of the Employer’s existing operations within the production and distribution of electricity and district heating. The scope of the contract includes facilities for cooling captured CO₂ to a liquid state for the purpose of transportation to final storage. The contract (the “CLP Agreement”) concerns the construction of a CO₂ liquefaction plant with associated carbon storage facilities and truck loading stations in connection with the carbon capture plant at Lisbjerg.

During the procedure, Kredsløb required documentation demonstrating that economic operators were not subject to the exclusion grounds set out in the Danish Public Procurement Act. For this purpose, Kredsløb required relevant official documentation issued by the competent authorities, depending on the place of establishment of the economic operator. Certain parts of the tender material were considered confidential by Kredsløb. Access to such material was conditional upon submission of a signed confidentiality agreement, following which the confidential material was made available. Due to the terms of the Danish Energy Agency’s support scheme, the owner municipality has decided to terminate the project, and the tender is therefore cancelled.
