The frequency amplifier must have Automatic Gain Control (AGC) that works independently of signal(s) power and modulation. This requirement is set after close cooperation between GEANT and the National Metrology Institutes (NMIs). In particular it must work in the presence unmodulated signal(s) with input power down to -70dBm. The amplifier must keep the gain constant when additional signals are added, or signals are disconnected. With no input signals present, the amplifier must not produce excessive ASE noise, higher than during the normal operation. The gain must be controllable in the range not smaller that 5dB to 21dB for total input signals power not exceeding -10dBm.
