Key information
Overview
Wrexham County Borough Council (WCBC) is looking to appoint a supplier to provide an accommodation based housing related support service for people experiencing Violence Against Women, Domestic Abuse and Sexual Violence (VAWDASV). Support offered will be in accordance with the purpose of Housing Support Grant set out in Welsh Government’s Housing Support Grant Practice Guidance, to prevent homelessness and support people to have the capability, independence, skills and confidence to access and/or maintain a stable and suitable home. The Contract will commence on 1st February 2027 and will run for an initial three year term. There will be an option to extend for two further periods of two years. If fully extended the Contract will run for seven years until 30th January 2034. The Conditions of Contract which apply to the Contract prior to the extension period will apply to any extension of the Contract Term. The Contract will be funded by a Housing Support Grant and as such the maximum available budget at the time of tender is £74,000 (excluding VAT) per year. Any tender submission received where the yearly value exceeds £74,000 (exc. VAT) will be disregarded and not considered for award of Contract. If additional funding becomes available throughout the Contract Term, regardless of its source, WCBC may request the contracted service provider to increase or enhance the service being provided, potentially via one of the below options (please note that this is not an exhaustive list): • An increase in support hours delivered through this Contract. • Additional staffing resources, equipment or systems where relevant. • Additional properties, units, rooms or equivalent • An increase in the number of service users receiving support through this Contract. Renewal: Option to extend for two further period of two years Options: At the time of tender Wrexham County Borough Council (WCBC) intends to purchase the service detailed within this document and the accompanying tender documents, however, it may be possible that throughout the term of the Contract WCBC receives additional funding that will allow for an increase in service provision / units / or equivalent supplied through this Contract. Where additional funding becomes available, regardless of its source, WCBC may request the contracted service provider to increase or enhance the service being provided. Examples include: • An increase in support hours delivered through this Contract. • Additional staffing resources, equipment or systems where relevant. • Additional properties, units, rooms or equivalent • An increase in the number of service users receiving support through this Contract. Please note that the above is not an exhaustive list. As a result of the potential for an increase in funding during the contract term it is expected that the service provider will work with WCBC to provide a flexible and scalable service to allow for potential increases or changes in service provision. Where possible, any additional service provision / contracted work will be priced for using the tendered rates or a pro rata equivalent. Where any change results in a change of price, cost or equivalent, WCBC reserves the right to request additional evidence and justification to its satisfaction. Any additional goods, services or works must not proceed without prior approval from an authorised WCBC Officer and WCBC will not be liable for any costs that it has not approved or authorised. If the service provider is unable to fulfil any additional requirement(s), WCBC may appoint a Third Party to fulfil the additional requirement(s). The service provider will not be able to claim for any loss of income where WCBC appoints a third party to carry out any additional work that they are unwilling or unable to undertake. Please note that WCBC cannot guarantee that there will be any sort of increase in funding during the Contract term. At the time of tender all service providers should submit their offering and pricing structure based off the published documents, not the possibility of additional funding being made available. The detail within this section has been included for information purposes in an attempt to make service providers aware of future possibilities.
