De marktverkenning levert de financiële onderbouwing voor de eerste besluitvorming. Iedere leverancier levert een ROM-kostenraming, uiterlijk 24 augustus, bestaande uit: 1. Een vaste prijs voor de detailuitwerking (fase 1 – Agile Business Case); 2. Een indicatieve investeringsbandbreedte voor de implementatiefase (fase 2); 3. De aannames, risico’s en afhankelijkheden waarop beide onderdelen zijn gebaseerd. - Één indicatieve prijs voor fase 1 (detailuitwerking). - Één ROM (Rough Order of Magnitude) voor fase 2.
