Raamovereenkomst Softwarepakket Digi Twin waarin BUas innovaties met Technology Readiness Level (TRL) 9 perspectief wilt ontwikkelen. Het doel van deze procedure van vrijwillige transparantie is de markt informeren over het voornemen van BUas om een onderhandelingsprocedure zonder voorafgaande aankondiging te starten op basis van technische uniciteit en daardoor gebrek aan mededinging.
