Key information
Overview
Purpose Software support is required to continue to be provided and be maintained for the Defence Explosives Licensing System (DELS) computer package for both the current DSA03/OME Regulations and NATO AASTP-1 QD Tables to be implemented. Following the issue of DOSR Regulatory Notice1 there is a requirement to undertake additional increased taskings to update and create DELS to conform to the adopted new Debris & Fragment Quantity Distance regulations for formal implementation, mandated by 1 January 2028. The capability will solely support safety advice and guidance. DELS is a web-based platform which conforms to the regulatory requirements of DSA OME.03 JSP 482 MoD Explosives Regulations and enables the Inspector of Explosives (IE) to support explosives safety Duty Holders (DH) in the production of explosives licences, to a standardised and compliant format. This is particularly crucial in view of the Adoption of NATO AASTP-1 NATO Debris & Fragment distances referred to above of which the current Contractor is fully cognisant of and acquainted with and, is the chief architect of the DELS software. The DELS tool is a safety critical enabler underpinning the requirements of DHs to comply with DSA OME.03 JSP 482 MOD Explosives Regulations and requires suitable technical experience and competence to maintain. As such, the DELS system must be supported in order to continue to provide both the current and future capability. Services Support is required for the user to task platform changes according to the process specified in the contract, including (but not limited to) Regulatory directions, improvements or bug fixes. For regulatory changes and improvements, these are to be actioned iaw the timeframes described within the tasking process. This requirement will initially run for a period of 2 years.
