This competition is for the establishment of a multi-party Framework Agreement for the provision of General Engineering and Specialist Services. This proposed framework duration is five years with an option to extend for a further 3 years (with extension options of 1+1+1) The framework agreement for Engineering services will be to support Uisce Éireann’s Business Plan objectives. The terms of reference for the scope of the framework is wide-ranging and comprehensive and will encompass many requirements, including the following (non-exhaustive) list of services: Appraisal of projects and programmes Feasibility Studies and Preliminary Reports Strategic Planning and Economic Analysis Wastewater process design to primary, secondary and tertiary treatment standards Wastewater treatment infrastructure design including buildings, process equipment, networks and siteworks Water process design to relevant Irish and European standards Water treatment infrastructure design including process equipment, buildings, networks and siteworks Water and Waste networks model build, calibration, analysis and design Catchment and Receiving water quality model build, calibration, validation and analysis Flow control structures and storm water overflows (CSOs) options and design SCADA and mechanical/electrical design Telemery and SCADA related services Sludge treatment and disposal options and design Sustainable Urban Drainage (SUDS) options and design Catchment management support Consultations and Approvals from Regulatory Authorities, Statutory Bodies and Public Utilities Planning and services relating to other statutory compliances Statutory licence reporting support Investigations and Surveys Investment planning support Stakeholder Management Preliminary and Detailed design Programme / Project Management Health & Safety Risk Management Environmental Engineering Geotechnical Investigations Mechanical Engineering Electrical Engineering Civil / Structural Engineering Fire Engineering Architectural / CAD Services Cost Management Cost Estimation Contract Management / Change Control Tender Drawings / Documentation / Evaluation Procurement Planning Procurement Procedures and Advice Advice on Contract forms including CWMF, IEI, FIDIC, NEC, IChemE Contract Dispute Management Construction Supervision & Administration Projects Close Out / Lessons Learned / Contractor Evaluation Value Engineering Commissioning, Testing, Training and Handover including O & M Manuals Operations Supports Process & Energy Optimisation Energy Management / Energy Engineering / Carbon Reporting / Utilities Sludge Management Asset Management Asset database compilation and asset management recommendations Hydrogeology Telemetry Advanced geotechnical and ground investigation Land and property services (CPOs, access agreements) Asbestos Surveying and Management Energy / carbon management and renewables feasibility Archaeology Ecology / biodiversity studies Marine and coastal engineering Contaminated land assessment and remediation Any other ancillary services associated with a Water / Wastewater Programme and/or the development of strategies related to the water industry
You must submit through the etenders system before the deadline. The submission deadline is strict & no submissions will be possible after the date & time specified in the PQQ documents. Please note that all tenders are electronic, as such NO paper copies will be accepted or read. Please submit via the etenders system not later than 12:00 hrs local time on Thursday 30th April 2026. The estimated values in this eForm are dependent on needs and budgetary resources, only indicative and are not binding on the Contracting Entity. If the estimated values are equal to or greater than EUR 250 million, any economic operators participating in this public procurement procedure shall notify the contracting entity of all foreign financial contributions as defined in Article 28(1), point (b) of Regulation (Eu) 2022/2560 on foreign subsidies distorting the internal market.
